Customer Assistance Program (CAP)

Introduction

Many utilities throughout the U.S. provide programs to assist customers with their utility bills (e.g., water, sewer, electric, gas). In Ohio, Cincinnati is the only major city without an assistance program for sewer or water.

Toward the goal of aiding less fortunate customers, the Metropolitan Sewer District of Greater Cincinnati (MSD) is proposing to launch a Customer Assistance Program (CAP) to help low-income senior citizens pay their sewer bills.

Assistance Offered

In the initial phase, eligible MSD customers would receive a 20% discount on their sewer bill (including both the minimum base charge and the commodity charge). Future phases could be implemented with additional discounts.

Eligibility

Per state law, the BoCC can only approve discounted sewer rates for low-income seniors who meet specific eligibility requirements related to age, income, and home ownership. The eligibility requirements for the proposed CAP are:

  • 65 years of age or older
  • Own the residence for which they are paying the sewer bill
  • Ohio Adjusted Gross Income (OAGI) of no more than $32,800 for 2019 (this meets the eligibility criteria for the Ohio Homestead Exemption). It applies to combined income of the applicant and their spouse.

Approval by BoCC

In order to be implemented, this program requires the approval of the Hamilton County Board of County Commissioners (BoCC). The BoCC hosted a public hearing on this topic on February 19, 2019 at the Hamilton County Board of Elections. Please see materials from this hearing in the Downloads box.

If approved by the BoCC, the program will be managed by MSD in partnership with Greater Cincinnati Water Works (GCWW) as GCWW handles the billing for both water and sewer. Implementation of the CAP will take up to six months.

Sewer rates for other MSD customers would not increase in 2019 to offset the costs of this program. Please note that MSD has not raised sewer rates since 2015.
