Wet Weather Improvement Plan (WWIP)

As mandated by the Consent Decrees, MSD developed a $3.1 billion Wet Weather Improvement Plan (WWIP) to substantially reduce combined sewer overflows (CSOs) and eliminate sanitary sewer overflows (SSOs) and sewer backups into homes and businesses caused by MSD's sewer system. The plan was initially submitted to the Regulators in June 2006. Significant changes were made to the plan in 2008 and 2009, and it was ultimately approved by the Regulators in August 2010.

The WWIP was rebranded as Project Groundwork in 2009.

Highlights of the wet weather plan include:

  • Two phases:  Phase 1 (2009-2018) and Phase 2 (after 2018)
  • Phase 1 is estimated to cost $1.145 billion (in 2006 dollars) and includes the Lower Mill Creek Partial Remedy
  • The balance of the plan is expected to cost about $2.1 billion (in 2006 dollars).  Cost impacts after Phase 1 will depend in part on how fast the work is scheduled and possible technological improvements. 
  • Phase 1 and Phase 2 projects are defined in the plan, but only Phase 1 projects are scheduled with enforceable milestones.  Phase 2 projects must be scheduled by 2017.
