MSDGC requests Qualifications Statements from interested Offerors to provide the aforementioned professional services through the use of a Professional Agreement (PA). In general, these services include, but are not limited to, activities associated with the development and construction execution of the Great Miami Wastewater Treatment Plant (GMWWTP). The GMWWTP will provide wastewater infrastructure to serve largely un-sewered areas of northwest Hamilton County and southwest Butler County. The Owner’s Representative, in general, shall have primary management responsibility for the project and shall coordinate all project matters. Such activities may include project schedule; project meetings; monthly project reports; development of an effective risk management program; consulting and advising MSDGC concerning potential alternative delivery methods and methodologies; development of a written and graphical description of the project, including basis of design criteria, pipeline alignment corridors, preliminary site plans, facility footprints, regulatory permitting requirements, and intergovernmental coordination needs; preparing a project budget; and development of a conceptual design submittal suitable for obtaining alternative delivery proposals.

As of Tuesday, May 7, 2013, the Request for Qualifications may be obtained only from the MSDGC website (www.msdgc.org) or through the City of Cincinnati’s Vendor Self Service web portal (http://www.cincinnati-oh.gov/purchasing/registration/vendor-registration/). MSDGC strongly encourages interested Offerors to frequently monitor the MSDGC website for any RFQ updates and/or addenda.

MSDGC will conduct a non-mandatory pre-submittal meeting on FRIDAY, MAY 10, 2013, 2:00 P.M. CINCINNATI, OHIO TIME at the MSDGC Wastewater Engineering and Education Center (WEEC), located at 1035 Woodrow, Cincinnati, Ohio 45204, Room 209-210. Interested Offerors of professional services germane to this RFQ are encouraged to attend.

Any inquires or requests for clarifications to this RFQ must be submitted in writing by no later than MONDAY, MAY 20, 2013 AT 2:00 P.M. CINCINNATI, OHIO TIME. Requests must identify the organization making the request, the appropriate contact person within the organization, current contact information, the reference information for the section of the RFQ requiring clarification, and a clear and concise description of the question or clarification requested. This RFQ is subject to the MSDGC Small Business Enterprise Program. MSDGC is committed to increase the participation of small businesses in all aspects of MSDGC contracting. That includes contracting with SBEs directly or indirectly through contracting, subcontracting and/or procurement activities. There are many qualified SBE firms that have performed work with MSDGC, but just as many qualified SBE firms that have not performed work with MSDGC. A tenet of the SBE Program is economic inclusion which includes providing opportunities to firms with little or no work history on MSDGC projects.

The Consultant must demonstrate an understanding of MSDGC's SBE Program tenets and a commitment to using SBE firms on MSDGC work where possible and feasible. Firms submitted for SBE consideration shall be registered with the MSDGC Small Business Enterprise Program and/or certified by the City of Cincinnati Office of Contract Compliance and certified in the NAICS codes for the services they will provide on the project.
