AS-NEEDED SPECIALIZED PROFESSIONAL SUPPORT SERVICES (RFQ #2013-004)

MSDGC requests Qualifications Statements from interested Offerors to provide the aforementioned professional services through the use of a Master Agreement (MA). All work on MAs is conducted through the use of a written Task Order. This RFQ is for the following ten (10) separate and distinct subcategories of work:

  • Subcategory 1 – Asset Management, Optimization, and Technical Support
  • Subcategory 2 – Communications, Issues and Content Management, and Community Engagement
  • Subcategory 3 – Financial Planning, Financial Analysis, Financial Management
  • Subcategory 4 – Labor-Management relationships; Talent and Organizational Development
  • Subcategory 5 – Regulatory, Contractual, and Programmatic Compliance and Coordination Services (includes                                 MSDGC SBE Program)
  • Subcategory 6 – Reliability Services
  • Subcategory 7 – Staff Supplementation (includes nine (9) major areas of staff supplementation services)
    1. Capital Improvement Program Controls
    2. Construction and Post-Construction Phase Services
    3. Customer relations (with technical operations integration)
    4. Engineering Planning & Design Services
    5. Quality Assurance Services
    6. Real Property Services
    7. Records and Invoicing Management
    8. SCADA and telemetry support services
    9. Vendor workforce development, SBE, and apprenticeship compliance services
  • Subcategory 8 – Value Engineering (VE) Services
  • Subcategory 9 – Wet Weather Improvement Program (WWIP) Implementation
  • Subcategory 10 – Sewer Overflow Remediation

Offerors may submit qualifications for more than one subcategory described in the RFQ. A separate submittal must be provided for each RFQ subcategory. If the Offeror is submitting qualifications for more than one major service area in Subcategory 7 (Staff Supplementation), the Offeror must provide a separate submittal for each major area of staff supplementation services.

As of Tuesday, June 11, 2013, the Request for Qualifications may be obtained only from the MSDGC website (www.msdgc.org) or through the City of Cincinnati’s Vendor Self Service web portal (http://www.cincinnati-oh.gov/purchasing/registration/vendor-registration/). MSDGC strongly encourages interested Offerors to frequently monitor the MSDGC website for any RFQ updates and/or addenda.

Any inquires or requests for clarifications to this RFQ must be submitted in writing by no later than FRIDAY, JUNE 21, 2013 AT 1:30 P.M. CINCINNATI, OHIO TIME. Requests must identify the organization making the request, the appropriate contact person within the organization, current contact information, the reference information for the section of the RFQ requiring clarification, and a clear and concise description of the question or clarification requested. This RFQ is subject to the MSDGC Small Business Enterprise Program. MSDGC is committed to increase the participation of small businesses in all aspects of MSDGC contracting. That includes contracting with SBEs directly or indirectly through contracting, subcontracting and/or procurement activities. There are many qualified SBE firms that have performed work with MSDGC, but just as many qualified SBE firms that have not performed work with MSDGC. A tenet of the SBE Program is economic inclusion which includes providing opportunities to firms with little or no work history on MSDGC projects.
