REQUEST FOR QUALIFICATIONS (RFQ) FOR
CONSTRUCTION MANAGER AT RISK (CMAR) SERVICES FOR THE
LICK RUN VALLEY CONVEYANCE SYSTEM (VCS) (PROJECT 11240000)
The City of Cincinnati (the "City") as sole management agency for the operation and maintenance of the Metropolitan Sewer District of Greater Cincinnati on behalf of the County Commissioners of Hamilton County, Ohio ("MSDGC") is soliciting Statements of Qualifications ("SOQs") from qualified Construction Management firms to provide Construction Manager at Risk (CMAR) services for the following project:

In general, the VCS Project consist of: a flood channel; urban waterway and box conduit; forebay; utility relocations; several vehicular bridges; one pedestrian bridge; retaining walls; street level lighting and pedestrian scale lighting; traffic signals at nine intersections; roadway restoration/re-alignment/reconstruction; and restored urban public space elements.
The current design consists of approximately 5,600 LF of urban waterway and 8,000 LF of box conduit located within a narrow mile and half long stretch of urban corridor between Queen City and Westwood Avenue from the Mill Creek to the Queen City Bypass. The urban waterway will include an aboveground engineered channel that will mimic a natural channel and will be interspersed with water quality features such as rain gardens and a retention pond.
As of August 21, 2014, Requests for Qualifications (RFQ) may be obtained electronically, in-person, or via mail from Sewers Procurement Plan Sales. Sewers Procurement Plan Sales is located at the MSDGC Wastewater Engineering Education Center Building, Development Services - Taps, Records and Permits Entrance, 1035 Woodrow Street, Cincinnati, Ohio 45204, between the hours of 8:00 a.m. - 4:00 p.m. local time. Interested CMAR firms wishing to make package delivery arrangements via UPS or other parcel delivery service must do so through Sewers Procurement Plan Sales, (513) 557-7118 at the interested respondent’s expense. Interested CMAR firms wishing to make acquire the RFQ documents must do so by emailing Sewers Procurement Plan Sales at firstname.lastname@example.org
Statements of Qualifications will be accepted by the MSDGC:

NOTE: The City disclaims all responsibility and liability should the interested CMAR firm not deliver its SOQs to the City at 1035 Woodrow Street, Cincinnati, Ohio 45204, by the date and by the time specified above. SOQs submitted after this date and time will not be accepted.
Interested CMAR firms MUST register the City with current name, address, telephone, e-mail address and fax number information. Interested CMAR firms must keep this information current and provide any changes to the City. Interested CMAR firms should frequently monitor the project website (http://msdgc.org/cip/2005/onsale.htm) for project-specific updates and addenda. SOQs will only be accepted by firms that have registered with Sewers Procurement Plan Sales.
Project Addendums or other written communications shall only be sent via e-mail to interested CMAR firms recorded in the registry for the project. The City shall not be responsible or liable for project addendums or other written communications that are not received by interested CMAR firms due to incorrect or outdated contact information.
The City may conduct a pre-SOQ Submission Conference for this Project prior to the date Statements of Qualifications are due. If a pre-SOQ Submission Conference is scheduled, the date, time and location of the pre-bid meeting will either be included in the RFQ or will be identified in an addendum.
SOQs must be submitted in accordance with the RFQ. Interested CMAR firms shall also submit a completed Addenda Acknowledgment Form with its Statements of Qualifications submittal.
All interested CMAR firms submitting Statements of Qualifications will also be subject to the provisions of the MSDGC Contract Compliance Program regarding equal employment opportunity and to the Prevailing Wage Law. The City reserves the right to reject any or all SOQs, to waive technicalities, or to seek new or additional SOQs, if the City determines that its best interests will be promoted.
